-Ratify in other countries, where possible.
-Hold a second referendum in France in advance of the British referendum – and market the ‘yes’ vote more effectively.
-Start implementing the constitution in advance of ratification.
Isn’t the “you’ll say yes in the end approach” part of the problem?
