In Mecklenburg-Vorpommern, the governing Social Democrat (SPD)s got whipped, to the tune of a 10 percent drop at the polls. In Berlin, by contrast, the SPD picked up 1.1 percent, received the most votes of any party, and now has the option of continuing its coalition with the Left (PDS) or forming a new one with the Greens. (Behind the SPD, the big winners in Berlin were the Greens — up to 13.1 percent from 9.1 percent — and “other” — parties that did not top the 5-percent hurdle collectively accounted for 13.8 percent of the vote.) Like its northern neighbor, Berlin has high unemployment. It also has a crushing debt that is slowly being worked out through budget consolidation and deals with the national government. It also still has lingering constraints from the old days (personnel appointed for life, pensions for former GDR bureaucrats, possibly some remaining double institutions). In short, economically Berlin is the kind of place that turfs out governments on a regular basis, particularly given voter volatility in postcommunist societies. Yet, the SPD-led government was not only re-elected, its share of votes even increased modestly. Why?

The new great game
Our next anniversary guest post is written by the the great Jonathan Edelstein.
It’s starting to look like the season of referenda in the near abroad.
On September 17, less than a week from today, voters in the unrecognized republic of Transnistria, located between Moldova and Ukraine, will be asked to vote on whether to “renounce [their] independent status and subsequently become part of the Republic of Moldova” or “support a policy of independence… and subsequent free association with the Russian Federation.” The option of “free association” with Russia, which is widely considered a prelude to outright annexation, is reportedly backed by a large number of Russian-financed business and political organizations, some with long-standing presence in Transnistrian politics and others apparently formed for the occasion. In the meantime, South Ossetia, which had earlier explored the possibility of petitioning Russia’s constitutional court for annexation, has just announced its own referendum for November 12, and although Abkhazia currently denies similar plans, there are rumors that a plebiscite may be in the works there as well.
The referenda, which are rather transparently supported by Moscow, represent something of a change in policy for the Russian Federation. It’s certainly nothing new for post-Soviet Russia to attempt to maintain its influence over the countries comprising the former Soviet Union, and it has at times used Russian citizenship to cement the “soft” annexation of neighboring territories; for instance, at least 90 percent of Abkhazians and South Ossetians now hold Russian passports. Nevertheless, up to now, it has soft-pedaled the issue of de jure territorial expansion. The forthcoming vote on whether Transnistria should become a second Kaliningrad suggests that policymakers in Moscow are at least starting to think seriously about taking formal responsibility for the territories that have broken away from other former Soviet republics.
At first glance, it’s hard to see why Russia would push such a policy at the present time. All three of the breakaway republics have substantial minorities who oppose union with Russia; Transnistria is almost evenly divided between ethnic Russians, Ukrainians and Romanians, and despite post-Soviet ethnic cleansing, South Ossetia and Abkhazia retain Georgian minority enclaves. The recent wave of terrorist bombings in the Transnistrian capital of Tiraspol may well be linked to the referendum, and Russian annexation of the Georgian breakaway republics would only intensify border conflicts such as the Kodori Gorge. Nor would successful plebiscites lend a veneer of legitimacy to a Russian annexation; indeed, given the current international attitude toward non-consensual secessions from recognized states, this would only make Russia’s legal position worse by transforming it into an occupying power.
In other words, the referenda seem like a recipe for stirring up ethnic conflict within the breakaway republics, making Moldova and Georgia even more alarmed over Russian political ambitions than they already are, and creating new diplomatic and legal problems for Moscow. Which leads naturally to three questions: why now, what does Russia stand to gain in compensation for these risks, and how much should the rest of the world (and particularly Europe) care?

1..2..3..And They’re Off – The Left
On the other side of French politics, as I promised, the internal conflicts are if anything stronger. To start with the most important ones, the Socialist Party is about to do something quite rare in its history – have a contested primary election. The only other was that of 1995, when Lionel Jospin beat Henri Emmanuelli to succeed Francois Mitterand. Before that, the candidacy normally went to the party’s first secretary, who was usually Mitterand anyway. (Before 1971, when Mitterand set up the modern PS, the various splinter-groups from the old SFIO that made it up of course had their own arrangements.)
Since the disaster of 2002, though, this looks like it’s going to change, chiefly because there’s a strong external candidate. Ségoléne Royal, the head of the Poitou-Charentes regional government, has been campaigning vigorously all year with some success. The success can be measured, in fact, by the frequency with which she is being accused of “Blairism” by the rest of the possible candidates. This looks like being the content-free insult of the campaign, in fact, as could be seen with the PS official quoted by Libération who remarked that he didn’t want Royal to “come back from London and abolish the social security” – after all, everyone knows that the UK provides no social security whatsoever, right?
It would be more accurate to place Royal on the soft-left. (If anyone’s Blairite in this game, it’s Nicolas Sarkozy – this speech is a classic of early Blairite rhetoric circa 1997.) She is no more “neoliberal” than Lionel Jospin was in government, for example, or for that matter Dominique Strauss-Kahn, and is closer to the Greens than some. She is given to vaguely conservative speaking, but it’s harder to discern where a concern for civisme, secularity and Republican values (in the French sense) stops and where a rather stern law-and-order politics begins in a French context.
However, it looks more and more as if the rest of the party is gearing up for an “anti-Blairism”, stop-Sego campaign. And policy doesn’t matter very much in this sense.

Don’t Throw the Bums Out
For the first time since the fall of Communism, a national election in Hungary is not being followed by a change of government. Eszter points to a useful graphic from Népszabadság, a Bdapest daily newspaper, that shows the compositions of all of Hungary’s post-1989 parliaments. There’s an ebb and flow of parties (particularly the growth of the former youth party into the largest conservatice party), occasional independent membes and a gradual consolidation into the present four parliamentary parties. There’s also a change of government after every election. Not this time.

Orange, Yes, But Which One?*
When we last looked in, Viktor Yushchenko had been inaugurated, Viktor Yanukovych had grudgingly conceded, and orange was the color for all would-be world-changers.
Unfortunately, while we weren’t looking, Ukraine’s cabinet was collapsing into in-fighting and neglecting to do the things that people put them in office for. On the positive side, an investigation into the Gongadze affair was making, you’ll pardon the word, headway.

‘Those Politicians’
Last Monday I had some ironing to do. Then I remembered that television still has one advantage over surfer-blogging: you can do the ironing at the same time. Of course the upcoming referendum was on several channels. I could not stand more than 20 minutes of it though (neither the ironing nor the tv). The various program presenters seemed to want to make it look like this was a political *debate as usual*, or so it seemed. National politicians dominated the guest lists. And most of them did what we expect from them nowadays: instead of seriously and conscientiously considering arguments, the majority of them seemed more intent on achieving a high score in something resembling a high-school debating-contest. Television comes in handy here.
In fact one of these *debates* was actually organized like a contest. Six politicians were invited. On every issue two of them went into a direct confrontation and the 6-minute sessions were immediately followed by a ‘flash vote’. And the winner is…

The Greens and Die Gr?nen
Via Chris Bertram at Crooked Timber, an interesting article by Matthew Tempest in Spiegel Online (in English) comparing the rather contrasting fortunes of the German and British Green Parties. Both were founded at around the same time (the article does make an error in saying the Ecology Party renamed itself as the Green Party in the 70s – the change didn’t take place until the 80s, partly to link in with the increased use of the name Green across Europe and the rest of the world) but while the German party is now part of the Government with a number of representatives in the Bundestag, the British Party (or parties, given that the Scottish and Northern Ireland Green Parties now organise separately from the England and Wales Party) still seems some way from a breakthrough into Parliament, let alone government.
The article highlights two main reasons for the different levels of success achieved by the two parties – firstly, and most obviously, the different electoral systems in Britain and Germany and secondly, the way internal divisions were resolved in the two parties. Where the realists (‘realos’) won the internal party debates in Germany, the fundamentalists (‘fundis’) won in Britain, preventing the move towards mainstream politics that benefited the German party.

Is this the resolution?
Ten days on, and we may be close to a resolution of the crisis in the Ukraine. There’s definitely been some agreement between Kuchma, Yuschenko, Yanukovich and the mediators (Solana, Adamkus, Kubis and Kwasniewski) but, as ever, the devil is in the details. The basic points seem to be that there will be a revote, there will be constitutional reforms before the vote occurs, protestors will stop blockading government buildings and an all-party working group will implement changes based on the rulings of the Supreme Court.
The questions that remain to be answered though, are:

Meanwhile, in Romania
One country over from the Ukraine, Romania is also about to have elections. Election day is tomorrow, Sunday the 28th.
Romania is a sort of borderland right now. It joined NATO last year, and it’s an EU candidate member, with full membership scheduled (at the moment) in 2007. The economy has been growing briskly, and foreign investment is rising rapidly (albeit from a very low base).
But the country is still desperately poor — per capita income, even adjusted for the lower cost of living, is less than a third of the EU average. Corruption is still pervasive. Political life is still dominated by the old Communist nomenklatura.
So whether Romania is doing well or badly is very much a relative question. Compared to, say, Hungary or Poland, they’re very much the poor Eastern cousins. Compared to Ukraine, never mind Belarus or Moldova, though, Romania is an economic and political success story.
And then there are these elections. Let me start with an obvious question: could the Romanian elections be stolen, in the same way that the Ukrainian elections have been? Will the incumbent government allow its candidates to lose?

Bowling for Cubberley (Free Music Inside!)
Usually, it’s impossible to argue with people who make comparisons between the incumbent US administration and various past totalitarian systems, particularly when the argument turns to a comparison between George W Bush and the Austrian guy with the Charlie Chaplin moustache. Whatever you think of George W Bush and his administration – still a mystery to many people in the US as well as abroad – he’s no Hitler, and the US are still a largely liberal democracy – albeit a deeply divided and angst-ridden one with a progressively eroding system of common values.

A regular guy from Texas.Though I hope to the contrary, I believe the weeks following the US Presidential election will become a much bigger electoral and legal debacle than most commentators are willing to admit now. In the end, this election might well become a testament of the principal current American weakness – deep social and partisan divisions, if not outright hatred between the camps. American politics now appears to consist predominantly of conceptually empty labels – very soon even rituals of Patriotism may be exposed as nothing more than a band aid for a mentally and spiritually ailing nation.
