Suspicion and divided loyalties

Perhaps the most damaging effect of 9/11 and all that has followed will be its role in making divided loyalties one of the most dangerous things a person can have. From the beginning, while the ruins of the World Trade Center were still burning, any effort to hold non-trivial positions about terrorism and Islam were attacked. People opposed to the war in Iraq were branded as terrorist supporters, people unimpressed by a programme of reform in the Middle East imposed at the end of a gun were castigated, people who asked questions about whether there was more to things than “they hate us for our freedom” were branded as traitors.

Tariq Ramadan wrote a piece in Wednesday’s New York Times which must be read in this light. The key paragraph – the statement of where he stands – appears at the end:

I believe Western Muslims can make a critical difference in the Muslim majority world. To do this, we must become full, independent Western citizens, working with others to address social, economic and political problems. However, we can succeed only if Westerners do not cast doubt on our loyalty every time we criticize Western governments. Not only do our independent voices enrich Western societies, they are the only way for Western Muslims to be credible in Arab and Islamic countries so that we can help bring about freedom and democracy. That is the message I advocate. I do not understand how it can be judged as a threat to America.

But it is not that hard to see the threat in it. To encourage western Muslims to at once see themselves as having a place in the West and a role in the Islamic world is tantamount to asking them to divide their loyalties. To all too many people right now, divided loyalties are a synonym for treason. The charge of divided loyalties is an old one, and a very damaging one. It was once the most mainstream charge that people made against Jews. To see it revived today – against Muslims in Europe, against Mexicans in the US by the likes of Samuel Huntington, and yes, against Jews in many countries – is very, very troubling.

Daniel Pipes on Tariq Ramadan: Why French literacy still matters

Readers of my previous comment on Tariq Ramadan will no doubt have come away with the impression that I don’t much like Daniel Pipes. This is not an entirely accurate assessment of my opinon of him. I think Pipes is an unreconstructed bigot and xenophobic fanatic whose academic work fails to meet even the lowest standards of scholarship, whose career has been built on politically driven attacks, and who has set up with his “Campus Watch” as a terrorist front designed to intimidate academics and ensure that there is as little debate, discussion or rational thought on Israel, US foreign policy or Islam as possible. His reseach and scholarship are not intended to better inform action but to support specific agendas, usually revolving around hating some foreign force or people. Instead of fostering debate, his work is intended to intimidate. Pipes advocates religiously targetted surveillance, he supports making federal university funding conditional on ideology, and he has helped to terrorise professors who are named on his website. In short, I think Pipes is swine.

He is a second generation right-wing tool, the son of one of the men most responsible for America’s “Team B”, which grossly overblew the Soviet menace in the 70s and 80s – causing massive US defense spending and resulting deficits – and complained that anyone with a better sense of reality was soft on communism. Normally, Pipes’ parentage would constitute poor grounds for condeming him as having a pathological relationship to facts. But keep this in mind, since it constitutes one of his arguments against Ramadan.

All you need is Google to find out why I think these things about Daniel Pipes. It’s not a lot of work. His own website provides ample examples.

But, today, I will be targeting something a little more specific. Pipes has put up on his website his comment on Tariq Ramadan’s visa denial, originally published in the New York Post on Friday. In it, he makes specific points against Tariq Ramadan, linking, in some cases, to articles on the web in support. These articles are primarily in French. As a service to our non-francophone readers, we will be translating the relevant sections, since they lead one to the conclusion that Pipes assumes his readers will just take his word on their contents.

Is France’s Center Falling Apart?

Within minutes, a group of youths — most of North African background — began hurling insults. Sarkozy, a potential presidential candidate, was chased until he reached a police station.

Later, in the Burgundian town of M?con, First Lady Bernadette Chirac attended a benefit concert for children’s hospitals. All went smoothly until a Franco-Israeli chanteuse named Shirel began a song about Jerusalem. According to those present, up to 30 Arabs in the audience suddenly began screaming epithets: “dirty Jew,” “death to the Jews.”

were too common occurrences to rate much national media attention.

After more examples and arguments, Rossett concludes:

The school system is increasingly ill-adapted to the multicultural and multi-ethnic nation France has become. Underfunded universities are prompting an unprecedented brain drain. And the arrogance of the big political parties is alienating voters. A recent example is the government’s support of former Prime Minister Alain Jupp?, head of the ruling party, after his conviction on corruption charges.

With few public figures to respect, North African kids often figure they’ve nothing to lose if they join extremist movements. At the other end of the spectrum, plenty of native French are ready to ditch the old doctrines of moderation for something nastier. With regional elections due on Mar. 21 and 28, polls already are showing important gains for extremist parties — and losses for the center-left and center-right coalitions that have long held the reins of power. Given the current climate in France, it’s hard to be surprised — and hard not to be discouraged.

I don’t know enough to say, but it’s worrying.

At least no one can accuse me of being knee-jerk pro-French

My goodness, talking about the headscarf law has brought up some interesting discussion on the blogs. It appears that my mistake was to think that this was ever about improving the lives of Muslim girls. From the responses there is one thing that is clear – this law is about legislating conformity.

For example, from Lilli Marleen:

So who is wetting their pants about what French do in their schools and Germany – hopefully – will do soon after? The girls can go to school, all they have to do is to behave like anyone else.

I’m sure that will make a stirring addition to the EU constitution: You have the right to be just like everyone else, especially if you’re under age. Any failure to take advantage of this right will be punished in the law. It is exactly this sentiment that leads people to think xenophobia towards non-Europeans is a deep seated problem.

For shame

See Martens, S. (passim) for insightful analysis and thoughtful commentary on the French headscarf controversy. For my part, may I say simply that the majority in the National Assembly is scandalously, monstrously, shamefully wrong.

The French treasure la?cit? as a safeguard of the republican values of libert?, ?galit? et fraternit?. And so it is. All the more perverse, then, that libert? be abridged under the banner of la?cit?.

And that’s all I have to say on the matter for the moment.

France and the Headscarf: Now the real fighting starts

Yesterday, the French National Assembly voted for a ban on “conspicuous religious symbols” in public schools by a majority of 494 in favour to 36 against. With the bill polling at 70% favourable among the French public, neither major political formation saw any gain in opposition.

Votes against came from several quarters. Alain Madelin – the sole serious Thatcherite in the French government – voted against, as did Christiane Taubira – the first black woman candidate for the French presidency and the first candidate from an overseas department. The biggest block to vote against came from the French Communist Party where 14 members voted against, 7 for, and 3 abstained. The Communists are the only party whose leadership has consistently opposed this law. Back in November the PCF leadership concluded that: “Nous sommes contre une loi qui, sous couvert de la?cit?, aurait comme cons?quence de stigmatiser une population.” We are against a law that, under the cover of secularism, would have as its consequence the stigmatisation of a population.

Normally, I would say that any bill that is opposed by both Alain Madelin and the PCF has to be a good idea. But this time, the fringe politicians are right, and the mainstream is wrong.

I don’t suppose anybody’s watching ARTE tonight?

ARTE – a sort of Franco-German cooperative education channel – has been talking about the headscarf debate tonight. It’s a bit weird to watch. First, they showed a documentary about a school in Germany with a large Muslim community. Clearly, it was a relatively poor neighbourhood. The bulk of the documentary seemed dedicated to listening to teachers complain about the extra-workload all these students involve – language problems, parents forbidding their daughters to take swimming lesson, or requiring them to wear swimsuits that aren’t quite the same as the others. For a big chunk of it, we saw the teachers trying to organise a school trip to Berlin when the parents didn’t understand that the boys and girls would be staying entirely apart and would be chaperoned at all times or that they could request that the fee be waived if they were poor.

The teachers seemed to be mostly annoyed that the parents weren’t behaving the way they expected. Frankly, it looked to me like a normal day in the Montreal school system. I wasn’t really impressed by the complaining.

Then, they interviewed an imam of a fairly conservative mosque who pronounced on this and that for them, and pointed out that they could be more Muslim in Germany than in Turkey. But the parents they talked to seemed a lot less motivated by religion than a simple Archie-Bunkeresque sort of traditionalism. In one case, the father of a girl who wasn’t allowed to go on this field trip explained that he was a mostly secular second generation Turkish German and that it was the mother – a recent immigrant from Turkey – who insisted on this relative conservativism.

The headscarf: Radical Islam’s greatest secret weapon

When I first came to Belgium, one of the things that genuinely surprised me is how people seem to think Buffy, the Vampire Slayer is a children’s programme. Admittedly, the title doesn’t exactly say “socially relevant drama”, but I doubt that the show’s success on American TV would have been possible without the age 24-55 market. Eventually, I started asking people what it was about the programme that made them come to that conclusion.

In most cases, people never really got past the name. Fantasy on the continent seems to be a very different animal than in the US. For example, when I suggested that Buffy is no more fantasy than Le Fabuleux destin d’Am?lie Poulain, I was greeted with shock. No, no – I was told – Am?lie is magical. The Paris it is set in – the clean one, without the graffitti and street crime – is fictional, of course, and the plot is certainly not realist, but that doesn’t mean it belongs in the same category as vampires.

In a lot of cases, the real problem was linguistic. Buffy in French sounds very childish, spouting verlan and action movie clichés. The wit and prose skill of the original writers is completely lost, and even if you watch it in English on Flemish TV or the Beeb, I guess non-native speakers just don’t get it.

But I had one answer that surprised me. One person thought it belonged in the same category of American TV as Beverly Hills 90210. Why? Because of the clothes Buffy wears. No school would ever let a girl dress like that to class. I had to explain that in California, Buffy’s clothes aren’t even close to excessive.

The Belgian school system places some demands on students that American schools don’t. Personally, I don’t have a real problem with the imposition of a reasonable dress code in school. It is, if anything, one of life’s most minor injustices. Besides, I remember what it felt like to wear clothes from K-mart at a school where designer jeans were de rigueur.

However, I have some problems with this:

L’?cole doit ?tre le lieu de l’apprentissage d’une conscience critique et de la promotion de valeurs universelles, ajoute-t-il.

Pour Anne-Marie Lizin, ?le voile, c’est la pression sur l’individu au nom d’une religion ?. La s?natrice de Huy estime qu’il est urgent de l?gif?rer au nom de l’?galit? homme-femme et pour soutenir le combat des femmes musulmanes dans chaque pays o? elles disent ?non? ? l’inf?riorit?.

L’initiative des deux parlementaires se fait en toute autonomie. Tant au PS qu’au MR, on ne se prononce pas pour l’interdiction du port du voile ? l’?cole. Le pr?sident du PS Elio Di Rupo a m?me estim? qu’il n’?tait pas opportun de d?battre de cette question en p?riode pr??lectorale. Mais pour Alain Destexhe, ?ne pas en discuter en p?riode ?lectorale revient justement ? alimenter le poujadisme et le vote d’extr?me droite?.

Anti-semitism take three

“The EU report on anti-Semitism that the EU decided to shelve has been leaked to the Jerusalem Post, and is available here.” Via Eugene Volokh, and the Head Heeb. Neither them nor I have read it yet.

There’s undoubtedly anti-semitism in European countries. Speaking of Europe as one entity here is inappropriate, by the way.

There’s a fair amount of anti-semitsim among Arab immigrants, and some other immigrant communities, but not “Muslims.” Most people in the arab world are anti-semitic, often virulently, so immigrants take it with them, pass it on to their children. Isolation from their adopted countries limits positive influences. Subjected to racsim, feeds militancy, need for people to hate. Radicalized Arab youth appear to be the ones behind most harassment and violent incidents.

The general population: Anti-semitism, once quite non-trivial, has trended downwards since WWII. Now I read unsubstantiated claims it’s trending upwards. I think I’ve read substantiated claims it is still trending downwards (ie it is rarer the lower you go in the age brackets), but no link at the moment, sorry. May be as some say that more of them are less reluctant to voice their beliefs, in opinion polls or whatever, feeling the taboo is less strong.

Third category, strangely absent from the present debate, are Nazis. Nazis are a very small group, but violent. Not wayward youth or whatever, but serious-minded, militant, nasty people. Surely much of the violence comes from them.

The antisemitism of everyman bigots in contrast is rather passive in contrast, I don’t know if jews ever notices it, and it doesn’t appear to hold them down in their proffessional careeers and such, unlike anti-immigrant bigotry. So, relatively “harmless”?

Where do you find anti-semitic sentiment. I’d venture they’re overrepresenteed in anti-immigrant parties, Haider, i Haugen, etc, and probably underrepresented in leftist parties. (I’m center-right, btw.) This is connected to the question of a connection between anti-semitism and criticism of Israel. There’s a NYRB piece somewhere, citing polls saying that people supportive of Israel are more likely to be anti-semites than critics, and I think validating my claim about rightist/leftists, but I can’t find it anywhre on their site, even though it should still be there.

What percentage of pop. is mildly or strongly anti-semitic in the various countries? Surely far from a majority but more than you’d think (unless you’re a crazed likudnik.) What are the differences between countries?

Is anti-semitsism in fact more widespread in any or most European countries than it is in the US?

Lots of conjecture in this post, and plenty elsewhere too (some less upfront.) I need data!

Maybe I should read that report.

Update: Or maybe not. Jonathan Edelstein writes in the comments to this post:
“Actually, I have read it, and it does blur the lines somewhat – some of the incidents listed in the report involved offensive anti-Israeli slurs but nothing anti-Semitic as such. The report is also anecdotal rather than statistical and thus suffers from the flaws of all anecdotal evidence. There are certainly some scary incidents described in the report, and that in itself should be a wake-up call, but there’s no real way of judging how representative these incidents are or placing them in context.

I’ve never personally encountered anti-semitism any of the times I’ve been in Europe and I’ve seen the surveys suggesting that anti-Semitic opinions among non-Muslims are at historic lows, but I do know that a lot of European Jews are genuinely scared. Hopefully someone will conduct a rigorous study soon to see how serious and deep-rooted the problem really is.”

Amen to that. In the comments on his blog, Miranda, a Jewish German who’s strongly pro-Israeli, also says the report is crap. That good enough for me. The pre-fooled will of course still cite the report, but their minds were made up long before it even surfaced.
